Crusing RPMs on a Cummins 210

My boat is a 1990 GB 32 (829) with a Cummins 210. Everyone at the marina has been telling me to cruise at no more than 1,700 RPMs but in the Cummins engine manual the cruising RPM is listed as 2,300. Now I understand at 1,700 I burn about 3 -4 gal. an hour and the manual indicates at 2,300 RPM the burn rate is 10 gal per hour. The manual indicates the top RPM is 2,400 RPM. Any insight is greatly appreciated.

The following link will give you all the information you need. The section listed as "Intermittent Rating" will define the limits of the operating range. I normally cruise at 1400 - 1600 rpm with a short period of 2000 rpm once during the cruising day. (36 Classic, with twin 210 Cummins, 28x24 3 blade props...)

I have a 32 with the same Cummins engine and was advised by a well respected mechanic to operate it at 1800 rpm when I could so the turbo could "run efficiently". I cant remember the exact words he used but it was to do with the turbo running clean.
